Function
The Directorate General Legal Services (DG/L) provides advice on all legal aspects of the regulatory, contractual and institutional framework of the European Central Bank (ECB) and the European System of Central Banks (ESCB). It also prepares legal instruments and addresses questions relating to the interpretation of the Treaty on European Union and the Treaty on the Functioning of the European Union. It prepares the ECB’s opinions on draft legislation and contributes to the definition of the ECB’s legal position vis-à-vis European Union (EU) institutions and in international fora. It also provides legal advice to the ECB’s management on administrative matters and represents the ECB in court.
This campaign may be used to fill more than one Legal Counsel position.
The successful applicant will be entrusted with the following main tasks:
providing legal advice on all legal issues related to financial legislation or supervision;
preparing complex legal assessments in a multi-jurisdictional environment;
supporting DG/L management in the assessment and preparation of legal documentation;
contributing to any other relevant work of DG/L;
ensuring proper knowledge-sharing and adherence to agreed business processes.
To enable DG/L to maintain its business continuity capability, the successful applicant will occasionally be expected to perform work during non-standard working hours and work at the ECB’s standby sites.
The recruiting business area is willing to support part-time arrangements for this position.

Qualifications and experience
Applicants must have the following knowledge and competencies:
a master’s-level university qualification in law or an equivalent professional qualification as a lawyer obtained in an EU Member State, and, ideally, additional university degrees, postgraduate studies in financial or EU law, relevant academic publications and bar association membership;
at least three years’ professional legal experience;
a working knowledge of financial law or banking supervision;
ideally, familiarity with financial market developments and financial products and infrastructures;
an advanced command of English;
an advanced knowledge of at least two other official languages of the EU;
a working knowledge of MS Office, in particular Word, Excel, PowerPoint and Access;
knowledge of document management and archiving systems such as OpenText Livelink.

Further Information
Three-year fixed-term contract , with possible conversion to a contract of indefinite duration subject to individual performance and organisational needs.
